The lettered band is English, written in an alphabet called New Ceigean. I found it on a website called Omniglot -- where most of the alphabets of the languages of the world are stored. It states the first two sentences of the International Declaration of Human Rights.

"All human beings are born free and equal in dignity and rights.

They are endowed with reason and conscience."

Size of the piece is 7.3 inches wide and inches deep.  It was turned while still wet so it would warp a bit and give it a look like it had been dug up at some archaeological site (a slightly bent and battered feel)..
